1:Approaches for the improvement of the mandate concerning energy efficiency and renewable energies implementation are at the disposal of the Ministry of Energy.

2:The organizational and staff-related capacities of the National Center for Sustainable Energy (CNED) concerning the

exertion of its mandates are strengthened.

3:The capacities related to technology, planning and implementation of sustainable energy measures of selected municipal stakeholders are

strengthened.

The project’s main objective is to support the advancement of an energy transition, based on energy efficiency and renewable energies.

Strategy of the project is a multi-level approach focusing on strengthening the capacities of the public authorities in terms of energy efficiency and renewable energy project implementation leading in the mid- and long-term to noticeable impact in the population. Capacity building of decision makers as well as technical officers inside the public institutions is combined with support on strategy and policy design as well as advice on organizational and procedural set-ups. This strategic approach includes the analysis and preparation of international best practices on technical, methodological and organizational skills as well as instruments and processes related to the economy and legislation of national energy transitions under consideration of women empowerment (gender aspects) and anti-corruption measures / prevention.

Enhanced institutional, procedural and technical capacities are key to foster the energy transition on national level and help the Government with attracting further international funds for sustainable development.

At the end of the causal-chain, house owners and tenants benefit from the implementation of energy efficiency and renewable energy programs in terms of lower cost of living and better quality of living (e.g. thermal comfort, indoor air quality). Cost savings on municipal level allow Local Public Authorities to allocate more budget for social services. Energy savings in commerce and industry increase competitiveness and foster economic growth.

The intermediaries, like engineers, energy auditors, photovoltaic installers, craftsmen and construction companies can benefit from increased demand in their services.

Finally, it is possible that new economic branches can be created in Moldova, for example photovoltaic module mounting companies or production of organic thermal insulation material for buildings.

Last but not least, ambitious decarbonization in the framework of the UNFCCC / Paris Agreement attracts international attention and climate finance.

National Center for Sustainable Energy (CNED), National Energy Regulator (ANRE), selected Local Public Authorities (LPAs). Potential stakeholders: Ministry of Agriculture, Ministry of Transport / Infrastructure, national chambers and unions (for e.g. RE installation), private sector companies, house owners’ associations (for apartment buildings), local non-governmental organizations (NGOs) (for gender aspects and awareness rising).

Multi Donor Action Component: Joint Funding by the EU and BMZ:

  • 2 Program proposals outside of the building sector are developed
  • 12 Policy frameworks on EE/RE are developed
  • 20 staff of CNED received tailored capacity development
  • 6 digital instruments are developed and institutionalized within CNED
  • 4 Municipalities updated strategic planning documents
  • 8 municipalities have implemented 12 measures related to EE/RE
  • The Moldovan Residential Energy Efficiency Fund Program (MREEF) is operational and effectively manages funding for residential energy efficiency projects.
  • 180 vulnerable single-family households completed pilot renovations.
  • Tested and improved MREEF processes.
  • Training program for relevant technical experts developed and conducted.
  • Communication campaign implemented.
  • 2600 EcoVouchers distributed to vulnerable households.

Norway-funded Component:

  • Vouchers and replaced appliances for up to 32,000 vulnerable households
  • 10 pilot energy efficient refurbishments in small apartment buildings of Homeowners Associations
  • Both activities equal around 1,680 tCO2e of greenhouse gas emissions saved per year.
  • CNED’s expertise strengthened to carry out Financing Agreements, construction procurement and supervision according to international donor requirements and standards.
  • PR campaigns to showcase the impact of international donor support to the public.

Denmark-funded component:

  • 20 pilot houses constructed/refurbished in accordance with NZEB and PHs standards
  • Legal framework adopted
  • 2 financial products for NZEB and PHs developed
  • 17 local professionals certified in the official PH framework as PH designers and trainers
  • 150,000 people reached via social media campaigns and advertisement
  • 500 participants involved in demonstration events and information seminars.
